<p>My daughter and I went trick or treating with the neighbor girl and her mom and we were the only ones out! The kids had so much candy in their bags that they literally dragged the bag across the top of the snow. We laughed because we were the only fools out in the snow and I remember it wasn't freezing but snowing like all get out! The kids really got a lot of candy that year! In the upper Midwest, it killed 20 people, dropped up to 8 inches of snow and up to 3 inches of ice in this region over hundreds of square miles, paralyzed traffic, overwhelmed and snapped power lines and poles with ice and destroyed crops left in fields.</p>
<p>In south central and southeastern Minnesota, 11 counties were declared federal disaster areas; they suffered $11.7 million damages. At least 20,000 people were without power from Oct. 31 to Nov. 2. Many rural areas didn't get power back for a week, the service reported. Freeborn and Mower counties had a state of emergency declared and the National Guard provided generators to rural farmsteads. The National Guard armory and a local mall in Albert Lea were turned into shelters for many stranded motorists Nov. 1 and 2.And nobody's going to forget that Hurricane Irene flooded roads, brought down trees, flooded basements and left many without power. And Tropical Storm Lee followed, flooding roads and basements.</p>

Fasten reflective tape to costumes so drivers can see children.Accessories: Anything that comes with a costume, like a sword, knife, pitchfork or witches' broom, should be soft and flexible.Safety in Numbers: Be sure your children trick-or-treat with a group and a responsible adult is nearby.On the Road: Have kids walk on sidewalks if possible, or on the far edge of the road, facing traffic. Be sure kids have a flashlight so they can see and drivers can see them.The film is set as a prequel to Shrek.
